Enclosed you will find an overview of almost everything your school needs to know to get started with the upcoming school year for athletics.  This will cover all of our sports with projected season and deadline dates as well as divisions.  Please forward this to the appropriate person within your school who handles sports.  In addition, you can always refer to http://ncsaasports.com for more information. UNIFORMS
All Flag Football, Volleyball, Basketball, and Soccer uniforms must have numbers on BOTH sides of the jersey this season.

$825/Team for Flag Football, Baseball, Volleyball

$10.50/Athlete per race for Cross Country

FEES
In order to allow each school to have time to collect fees from families we will not charge schools for sports until the end of each season.  This means you won't receive a bill from NCSAA until late October/early November for the Fall Season.  This gives you time to work with those families that may need to setup a payment plan or fundraise.  All sports will be put on 1 invoice per school.  You will have 30 days to pay the invoice once it's sent out.
PHYSICALS
Physicals are required for all student-athletes within 12 months of the start of the sport.  These are not collected by NCSAA or National Sports ID. They are collected by the school’s Athletic Director and to be keep on file.  By allowing a student-athlete to play the school is acknowledging the student-athlete has passed a physical.  
NATIONAL SPORTS ID
National Sports ID Requirements to be completed and approved by roster deadline each season. Anyone without a fully verified National Sports ID will not be permitted to play.  Returning players with a National Sports ID account will just need to update their information in the system and pay the annual fee.  New players will need to do the entire process. A player that is verified but NOT on the roster is considered ineligible to play. They must be fully verified AND on the roster.
  1. Headshot Photo – Similar to a Driver’s License or Student ID Photo. This should be a close-up, clearly lit photo that shows the student-athlete’s entire face and hair looking directly at the camera.  No hats. No sunglasses. This can be a recent school photo or one simply taken from your cell phone.  
  2. Scan of Birth Certificate, State ID, or Passport
  3. Proof of Grade – This can be your most recent report card, most recent School ID, school schedule showing your child’s grade, screenshot of Online Account (i.e. Infinite Campus) proving grade level, etc.
  4. Pay $12 National Sports ID annual fee per student-athlete – this is a one time fee per school year

GAMEDAY CHECK-IN’s & NATIONAL SPORTS ID ROSTERS
  1. League officials will check every team’s National Sports ID prior to each game.  
  2. Players who arrive after check-ins have occurred but are on the official National Sports ID roster must check-in with the NCSAA Site Director prior to entering the game.  
  3. Any player not on the official National Sports ID roster will be ineligible to play for that day.  
  4. If a player is “verified” (green) in NSID but NOT on the official team roster, they are INELIGIBLE to play.
  5. Site Directors will work from the official roster only and not look at parents or coaches phones/electronic devices to dispute whether a student-athlete should be on the roster.
  6. Teams who play ineligible players will forfeit their game.
  7. Players may play up an age group, but may never play down
  8. Student-Athletes may only play on 1 roster in that sport for the entire season. (For instance, you can't start on a JV Roster and move up to Varsity.  That is not allowed – even if your roster is short-handed that week due to players out of town.)  However, a student-athlete may play multiple sports in the Same Season (for instance a student-athlete is permitted to play Flag Football & Cross Country or Volleyball at the same time).
  9. No 8th Graders may play in JV
  10. There are no roster size limits  
  11. Roster’s are locked every Wednesday at 6pm for that week’s games.  No roster additions may be made Thursday-Saturday
  12. No players will be added to the rosters after the Wednesday prior to Week (4) of the season.

OFFICIALS
There is a nationwide shortage of officials that’s heavily impacting Nevada.  This is impacting high school and youth sports across the valley.  There may be times when NCSAA will make alterations to the number of officials on the field for games based on availability.  This is not a cost-cutting measure or a miscommunication from the league.  These games will count and not be postponed or replayed should there only be 1 official available. This is not simply a “just go train some more officials” situation.  Our officials association does an amazing job of posting ads and providing training.  There are just not enough officials at times.  We will work together to get through it as a sports community.  

RECREATIONAL DIVISIONS
Our Recreational Division will not keep an official score or have standings or playoffs.  These games will be designed to introduce the student-athletes to the sport of flag football without the pressures of winning or losing. 

PLAYOFFS
Playoffs are for our competitive divisions only. The Regular Season will consist of an 8 game Season.  For divisions of 31 or less teams, the top 8 teams will make the playoffs.  For divisions of 32-41 teams the top 12 teams will make the playoffs.  For divisions of 42-48 teams the top 16 teams will make the playoffs.  There may be doubleheaders in the playoffs.

CASTS
For the safety of our participants, no student-athlete is allowed to play with a cast on (soft or hard) – even with a doctor’s note.  We will NOT allow any padding to be put over it. There will be no exceptions to this rule.

A brief overview (we can discuss rules more in-depth at our Coach Rules Meeting):
  • 7v7 Flag Football
  • Coed in all divisions except MS Girl's Division
  • Gamebreaker Helmets not required
  • Triple Threat Flags provided by NCSAA​
  • Recreational Division: 8 Games (No Playoffs)
  • Competitive Divisions: 8 Regular Season Games + Playoffs
  • Players may play up an age group, but may never play down
  • Student-Athletes may only play on 1 roster in that sport for the entire season. (For instance, you can't start on a JV Roster and move up to Varsity.  That is not allowed.)  However, a student-athlete may play multiple sports in the Same Season
  • No 8th Graders may play on JV
  • The offensive team takes possession of the ball at the 40-yard line with their choice of hash and has three (3) plays to gain a first down.  First downs will be achieved when the offensive team crosses the 25-yard line and again at the 10-yard line.  From there, the offensive team has three (3) down to score a touchdown.  If the offensive team fails to score, the ball changes possession and the new offensive team starts its drive from the 40-yard line. If the offensive team fails to achieve a first down, possession of the ball changes and the other team starts its drive from the 40-yard line.
  • Games will consist of two (2) 20-minute halves with a 5-minute halftime period. Each team will receive one (1) 30-second timeouts per half.  The timeouts do not carry over. 
  • The game clock will be a running clock (stopping only for timeouts and injuries); except in the final 2-minutes of each half, where regulation timing will be used. 
  • Touchdown: 6 points
  • PAT (Point After Touchdown):
    • 1 point: From the 5-yard line and is a Pass-Only play i. In recreational divisions only – they may run or pass from the 5-yard line.
    • 2 points: From the 10-yard line and can be either a Run or Pass play.
  • There can be only one (1) offensive coach allowed on the field at any time.  NO defensive coaches are allowed on the field at any time. 
  • The quarterback cannot directly run with the ball.  The QB is defined as the offensive player who received the snap from the center. Only direct handoffs behind the line of scrimmage are permitted.  Handoffs may be in front, behind, or to the side of the offensive player, but must be behind the line of scrimmage.  The offense may use multiple handoffs. Reverses are legal.  However, once the ball is handed off they may not pass it. Only the QB may pass the ball.
    • The “Center Sneak” play is not allowed.  The quarterback is not allowed to handoff to the center of the first handoff of the play.
    • The offensive team may run the ball on any down (unless they begin inside the 10-yard line).
    • Absolutely NO laterals of any kind are allowed. 
  • All passes must be from behind the line of scrimmage, thrown forward and received beyond the line of scrimmage.  All passes that do not cross the line of scrimmage, whether received or not, are illegal forward passes. Shovel passes are allowed but must be received beyond the line of scrimmage.
  • The quarterback has a four-second “pass clock”.  If a pass is not thrown within the four (4) seconds, the play is dead, the down is consumed, and the ball is returned to the previous line of scrimmage.  Once a ball is handed off, the 4-second pass clock is no longer in effect. 
  • All players are eligible to receive passes except the quarterback.
  • NO BLITZING ALLOWED in the ENTIRE game (INCLUDING overtime). If a team blitz’s, they will be penalized 15 yards, unsportsmanlike conduct.  
  • NO blocking. 
  • Site Directors have the authority without prior warning to dictate where fans may sit during the games.  This is done for the safety of the teams, student-athletes, coaches, officials, and staff.  This may include limiting seating to one side of the field, no sitting in endzones, etc.  We ask that all chairs be placed on blacktop/concrete only and not on the turf for any reason.  This may change from week to week at NCSAA, the school, and Site Director’s discretion.  

GIRL'S VOLLEYBALL

VOLLEYBALL DIVISIONS (Same as last year)

VOLLEYBALL RULES

A brief overview (we can discuss rules more in-depth at our Coach Rules Meeting):
  • 3rd-5th Grade:  Volleyball lite (official size but less weight)
  • 6th-8th Grade:  Regulation size and weight volleyball 
  • Net Height (All Divisions): Approximately 7 feet. Net height may vary slightly at different game sites. NCSAA officials will make every effort possible to adjust net height to approximately 7 feet, however due to the nature of our game sites we will play with the closest height to 7 feet as possible.
  • Teams will play best 2 out of 3 sets. Each set consists of 25 points (a team needs to win by two points if the game is tied at 24. No point max).  If a third game is played for 3rd-8th, it will consist of 15 points (must win by 2).  Whoever wins best two out of three sets is the winner of the match. Each team is allowed two 30 second time-outs per set. If a team wins the first 2 sets, the game is over.  We will NOT play a 3rd set as a scrimmage.
  • Knee pads are required to play. 
  • Each team must supply a volunteer line judge and scorekeeper at every game (over the age of 18).  The game will not start until we have these volunteers.  Site Directors are not allowed to serve in these roles. If you don't have volunteers the game will be ruled a forfeit.  Teams should come with a pre-designated person ready to go.
  • Multiple roster teams in one division must have 2 distinct rosters for their teams and may not share players. No sharing of players between teams for any reason – even if one roster is short on players that week. Players can only play on one team. 
  • Rotation of players: Coaches have the option to rotate players into center back position or request for substitutions.  
  • Coaches must inform the official at the start of the match if they are going to utilize substitutions and must use substitution through the entire set.  
    • Coaches may change substitution lineup each set.
    • Subs may be made at any time prior to the Official beckoning the serve.  
    • When subbing, player must enter the substitution area and wait for official to complete substitution. If there is more than one substitution, next sub shall wait behind the 10-foot line. Once 1st substitution has been completed, the next sub should step into the substitution area to complete substitution. Coaches must also signal official of substitution. Coaches must make substitutions quickly to avoid game delays. The coach must be out of or behind the 10' line - even when assisting players.
    • When subbing, each player may only sub for one specific player. For example, player A may only sub for player B and vice versa. You are also allowed to have multi players sub for one position. Meaning they are not allowed to play any other position until the next set. Rotations middle back do not need to wait for the ref, but just switch in quickly as to not delay the game
    • JV and Varsity teams are allowed to play with a Libero. A Libero is a back-row specialist. The Libero may serve for a player during the set. The player that the Libero serve for cannot serve once the Libero has served for that person until the next set. If libero serves, they can ONLY serve for that one person and they must serve for the remainder of that set.  They may NOT switch back and forth. 
  • Serving Play/rally begins with a serve by the serving team. Players may serve underhand or overhand at all levels.  
    • 3rd to 5th Grade- Players may serve up to five feet in front of the end line.
    • 6th to 8th Grade - Players must serve from behind the end line.  
      • There will be an 8 second max time limit to serve. Players must serve the ball within 8 seconds to keep the pace of play. The server is allowed one drop ball per serve per rotation. The server may not step on or over the court line.  That is considered a foot fault. 
  • Automatic Side Outs & Serving Limits
    • 3rd to 5th Grade: An automatic side-out occurs after a team has scored 5 straight points while serving.  
    • 6th to 8th Grade: The server will continue to serve until their serve is broken. 
  • Transgender Student-Athletes shall be allowed to participate in a NCSAA sanctioned sports in accordance with their gender identity irrespective of the gender listed on the student’s birth certificate and regardless of whether the student has undergone any medical treatment.

REGISTER FOR MEETS
  • We will only charge your school for those student-athletes who actually attend and post a time.  Therefore, you should register ALL of your student-athletes for ALL of the meets.  
  • Registration deadline is always the Saturday Night by 6PM prior to the meet.  
  • Register at Athletic.net  
  • Add all NCSAA Meets to your Athletic.net Calendar (2023 Season Calendar-Add a Meet). Do not create a meet, just Add a Meet from the Nevada calendar. Upload your roster. Check your spelling and correct grade. (2022 Student-Athletes are still there with updated grades) Deactivate past student-athletes if they are no longer on your team.
  • You must register your athletes for each meet before the deadline. 
  • Athletic.net questions should be directed to Logan Taylor at logan@finishedresults.com  You can also use the Contact Host tab on the Athletic.net meet page.  Please don't email NCSAA with these questions.
  • If you miss the registration deadline we will not extend it for you or make an exception.  Don't miss the deadline.
CROSS COUNTRY RULES
  • Student-Athletes must run with their age group. We will not allow them to move up or down divisions based on ability. (i.e. “My student-athlete is really good and I want him to compete against older kids to get them ready for …” We will not allow this.)
  • Student-Athletes may play multiple sports in the Same Season (for instance a student-athlete is permitted to play Volleyball/Flag Football & Cross Country at the same time).
  • There are no roster size limits  
  • Any player not on the official National Sports ID Roster will be ineligible for participate that day.  
  • NCSAA will charge each school $10.50 per runner per meet. This will be on your end of season bill.  (For example: if a runner participates in all 6 meets the school will be charged $63 for that student-athlete for the season) 
  • NCSAA will send maps of the course each week prior to the race.  These maps may change on race day due to a number of factors (bad terrain, trees, holes, obstructions, unexpected items in the pathway, etc). Please be flexible.  NCSAA reserves the right to alter the distance as necessary based on the course conditions.  There is no reason for a coach or parent to be out there with a measuring wheel causing an issue. This is an instructional league.
MEET DAY
  • Coaches will receive a packet with a roster, shoe chips, and twist ties at the timing area. These will be located in a bin next to the Finished Results Truck by the finish line.  NCSAA representatives will be actively setting up the course up until race time so they may not be available to answer questions for you at this time.  
  • Chip number MUST match roster Bib number.
  • Chips must be securely attached to the top of the shoe laces using the twist ties.
  • They should lay flat on top of the shoe.
  • Please make sure runners are at the starting line 10 minutes early and ready to go.
  • As soon as the race is completed NCSAA will begin handing out awards at a table near the finish line. Unfortunately, due to the timing of the races coaches may not always be able to be present since another race will be starting soon. 
RACES/TIMING/SCORING
  • Athletes will run the prescribed course (without assistance from pacing athletes/coaches/parents).
  • Athletes will finish across the timing mats and go through the coned chute.
  • The front edge of the timing mat is the finish line.
  • There will be a clock at the finish line as well as Live Results on Finished Results Live App.  Parents are welcome to follow along on their phones by downloading the app on their IOS device. Sorry Non-Apple Users.
  • The LiveResults will show all finishers as they cross the line and continuous team scoring by gender.
POST MEET
  • We will give out awards once the Top 8 Boys and Top 8 Girls have crossed the finish line. We will direct those Top 8 Performers to where we'll present awards. Parents of those student-athletes should head to the awards area.  Due to the timing, coaches are unlikely to be able to attend since we will be giving out awards before the race might completely finish and the next race will be setting up.
  • All shoe chips are to be returned to the timer in numerical order on the long zip tie. 
  • Don’t allow your athletes to go home without getting their chip.
  • There is a $20.00 charge for each chip lost or not returned by the end of the meet. If the chip is returned before the start of the next meet, the charge is $5.00 per chip. 

BASEBALL

  • September 6: National Sports ID Week 1 Roster Deadline (Yes, all ages of baseball is required to have an NSID)
  • September 9: Week 1 of Games 
  • October 27 - October 31: No Games (Nevada Day/Halloween)
  • November 11 or 18: Final Week of Games

  • Elementary Coed Recreational T-Ball (Grades K-1)
  • Elementary Coed Recreational Coach PItch Baseball (Grades 2-3)
  • We will NOT be adding more divisions this season

GENERAL DESCRIPTION
  • T-Ball: Every Child gets to make contact and hit off the tee
  • Coach Pitch Baseball: Coaches Pitch 3 Hittable Pitches. If they don't make contact, we strongly suggest that we bring out the tee in order to allow everyone to get lots of at-bats. 
  • Everyone gets to hit and field!
  • Recreational (no official score or playoffs)
  • 8 Saturday games
  • Coed
  • Participants may play up an age group but never play down​
  • All Baseball participants must have a National Sports ID to play.
  • Parents are welcome to be in the field with their student-athlete.
